All the streets are green and buildings blue, but still no upgrades. Legitimately don't know if it's a bug or I'm missing something. I have the same message, and mine are also covered by education and health/deathcare AND mass transit.
It says 'Building needs to be covered by more services' but it already has police, garbage and fire coverage. it will change both the color of the line and the buses themselves.Īlso I'm having trouble with industry upgrades.
